A snapshot, not a live ranking. Rows change only when somebody publishes them, and a rating drifts downward on its own while an account is inactive, so a place here is a claim about when it was last read. Nobody can enter a score: publishing an account copies whatever rating the protocol already holds for it.
Submitting is free in every tier. Ranked asks you to hold 10,000 THROB and to carry verified exposure. Both are checks, not charges. Nothing is transferred, escrowed or staked to take part, and no tier buys a better score.
Practice never affects a rating and never enters the Strategy Index. That is structural, not a weighting. An open tier that contributed a diluted signal would be an attack surface, and one that contributes nothing cannot be.
A single card contains luck. Scoring against a fixed benchmark on the same path, ranking within the cohort that faced it, and attaching standing to a rating built over many rounds all shrink that. They do not remove it. Ratings are published as a conservative bound for exactly this reason.
